The 13th Senator
There will be no 13th senator for the simple reason that we called this election for only 12.
If there is to be a replacement for any vacancy that might emerge in the Senate, the Senate itself will have to inform the COMELEC that it needs to have that vacancy filled.

yes the people were asked to vote for only 12 senators but that does not mean the voters did not vote for Risa in their top 12 list. being in the 13th slot means some second rate aging actor was included in the 12 slots more than Risa. wouldnt it be simpler if the 13th place candidate were to serve the people as a senator using the unused term of sure-President elect Noynoy, to save on time and money and unnecessary stress. this is just my humble opinion. thanks po.
